This study aims to: . analyze the potential and existing conditions of shallot development in Humbahas Regency. identify internal and external factors that influence shallot development. formulate a strategy for developing shallots as a sustainable regional superior commodity. The method used is qualitative and quantitative descriptive analysis with a SWOT (Strengths. Weaknesses. Opportunities. Threat. analysis approach and Location Quotient (LQ) analysis. The research results show that shallot productivity in Humbahas reaches 13 tons/ha under optimal conditions, with total food estate production for the 2020Ae2022 period reaching 165 tons. The hilly topography with air temperatures ranging from 17ACAe29AC makes Humbahas very suitable for cultivating highland crops, especially shallots and garlic. This is reinforced by the statement of the Minister of Agriculture Syahrul Yasin Limpo who in 2020 visited Humbahas and expressed optimism that this regency could become a center for shallot and garlic farming in North Sumatra (North Sumatra Provincial Government, 2. Since 2020, the government has designated Humbang Hasundutan Regency as one of the locations for the development of a national horticultural food estate. This food estate program covers an area of approximately 30,000 hectares out of a total available land area of 60,000 hectares, with superior commodities including potatoes, shallots, garlic, cabbage, and chilies (Antara News. As of June 2023, the total accumulated planted area in the Humbahas food estate had 84 hectares, with total shallot production for the 2020Ae2022 period reaching 165 tons and a maximum productivity of 13 tons/ha. Despite its significant potential, shallot development in Humbahas Regency still faces various complex challenges. Internally, farmers face limitations in mastering modern cultivation technologies, limited capital, and a lack of knowledge about post-harvest management. Externally, high price fluctuations, inadequate distribution infrastructure, and competition with other production centers pose significant obstacles (Supriana. et al. , 2. Research Method This research was conducted in Humbang Hasundutan Regency. North Sumatra Province, focusing on the sub-districts that are centers of shallot production: Lintongnihuta. Baktiraja. Dolok Sanggul, and Parlilitan. The locations were selected purposively, considering that these sub-districts have the largest concentration of shallot production in Humbang Hasundutan Regency. The research was conducted over six months, from January to June 2024. This study uses primary and secondary data. Primary data were obtained through in-depth interviews and structured questionnaires with respondents consisting of: . active shallot farmers . respondents selected using the simple random sampling metho. field agricultural extension workers . shallot traders . officials from the Humbang Hasundutan District Agriculture Service . academics and experts in the field of shallot agribusiness . The total number of respondents in this study was 81 people. Secondary data were obtained from various sources, including: the Central Statistics Agency (BPS) of Humbang Hasundutan Regency, the Humbang Hasundutan Regency Agriculture Service, the Ministry of Agriculture of the Republic of Indonesia, reports on the Humbahas food estate program, scientific publications from accredited journals, and the Humbang Hasundutan Regency Regional Development Planning (RPJMD) documents. Secondary data include shallot production and productivity data, harvested area data, commodity price data, and farmer socioeconomic data for the 2018Ae2023 period. This study uses three main analytical methods. First, quantitative descriptive analysis is used to analyze the development of production, productivity, and harvested area of shallots in Humbang Hasundutan Regency temporally. Second. Location Quotient (LQ) analysis is used to measure the level of comparative advantage of Humbahas shallots compared to the average of North Sumatra Province, with the formula: LQ = . /(Xi/X), where xi is shallot production in Humbahas, x is total agricultural production in Humbahas. Results and Discussion Overview of the Research Area Humbang Hasundutan Regency is a regency in North Sumatra Province which was formed on July 28, 2003 through the division of North Tapanuli Regency. This regency has an area of 251,765. 93 ha which is divided into 10 sub-districts, 153 villages, and 1 sub-district, with the capital in Dolok Sanggul District. Geographically. Humbahas is located between 2A13'Ae2A28' North Latitude and 98A10'Ae98A57' East Longitude, with the following boundaries: north bordering Samosir Regency, east with North Tapanuli Regency, south with Central Tapanuli Regency, and west with Pakpak Bharat Regency. Humbang Hasundutan Regency's topography is dominated by sloping/steep land, accounting for 69% of its area, while flat land comprises only 11% and gently sloping land for 20%. The area's altitude varies between 330Ae2,075 meters above sea level, with most of the area located at an altitude of 500Ae1,000 meters above sea level . pproximately 36%), making it highly suitable for upland shallot cultivation. The regency's climate is humid tropical, with temperatures ranging between 17ACAe29AC and relatively high rainfall, supporting the growth of horticultural crops yearround. The population of Humbang Hasundutan Regency as of June 30, 2024, was 209,317, with the majority of the population working in the agricultural sector. The agricultural sector remains the backbone of the regional economy, encompassing food crops, horticulture, plantations, livestock, and forestry. Toward national food security, the government has designated Lintongnihuta District and its surrounding areas as a horticultural food estate focused on the development of potatoes, shallots, garlic, cabbage, and chilies. Existing Conditions of Shallot Development Shallot production in Humbang Hasundutan Regency shows a positive trend, although it remains The food estate program launched by the government in 2020 has had a significant impact on increasing the planted area and shallot production in the region. According to collected data, in the first planting season, harvested in early 2021, shallot productivity averaged 5. 7 tons/ha. Humbahas Shallot Development Roadmap 2024Ae2030 Based on the results of the SWOT analysis and sustainability analysis, a three-phase red onion development roadmap for Humbang Hasundutan Regency was prepared for 2024Ae2030. The first phase . 4Ae2. is a consolidation and foundation strengthening phase, focusing on improving farmer institutional systems, massive training for the adoption of TSS technology and modern cultivation, basic infrastructure development . rrigation, farm road. , and the establishment of regional regulations that support the development of red onions as a leading commodity. The second phase . 6Ae2. is the development and expansion phase, marked by the expansion of shallot planting area to 1,000 hectares, an increase in average productivity to 15 tons/ha, the construction of 3Ae5 communal cold storage units with a capacity of 50 tons each in main production centers, and the development of 1Ae2 medium-scale fried onion processing units with a capacity of 2 tons/day involving farmer cooperatives as the majority shareholder. The production target at the end of this phase is 15,000 tons per year. The third phase . 9Ae2. is the phase of strengthening sustainability and increasing competitiveness, which focuses on: certification of Humbahas organic shallot products, development of Humbahas shallot trademarks . as a premium product, development of shallot farming ecotourism, and development of shallot and processed product exports to ASEAN countries such as Malaysia. Humbahas shallots are expected to have become an iconic commodity that makes a significant contribution to the Regional Original Income of Humbang Hasundutan Regency and the welfare of the farming Conclusion Based on the research results and discussions that have been described, several conclusions can be drawn as follows. Shallot productivity in Humbahas shows an increasing trend from 5. tons/ha . irst season of the food estate, 2. to 13 tons/ha . ptimal conditions, 2022Ae2. , with total food estate production for the 2020Ae2022 period reaching 165 tons involving 350 farmers in 9 farmer corporations. The SWOT analysis places the development of Humbahas shallots in Quadrant I (SO), with an IFE score of 2. 87 and an EFE of 3. 02, so that an aggressive strategy is a priority choice by utilizing the strengths of agroecology and the support of the food estate program to take advantage of the opportunity of the North Sumatra shallot deficit.
