The development of the community in Aceh Barat is still below standard, especially in the field of human capital. This is because Aceh Barat experienced a tsunami in 2004 that caused a lot of damage to the infrastructure chain. The role of the council is needed to take care of its territory in supervision and finance. Both of the roles need to be assessed by the headman to get an optimal impact. This study used qualitative methods and descriptive analysis. The data is obtained through interviews and A total of nine respondents were selected to provide information in this study. The three area in this study were Arongan Lambalek. Tanjong, and West Woyla. The study showed that the role of the council is indispensable for development. The intended role is the role of financial transactions and supervision that influence development in various aspects. Therefore, two-way communication between the council and the community is needed. Another alternative of the headman is required to achieve the community's development goals. The result of the study also showed a good relationship between the council and the headman in the process of development implementation. This showed that the council worked optimally to develop its territory as the community desired. The assistance provided by the council is not the same because each region is different from the others. The factors that affected the role of the council are the factors of experience and knowledge. The result of this study formulated the majority of the council has played its role namely the role of finance and supervision. And so on, the majority of the headman provides a good perspective on the role of the council in the development of the community in Aceh Barat. Keywords: The Role. Community. Government Introduction Regional development has the same meaning in the system of governance of good governance existing in an area. Therefore, in every execution of development, it must be on the basis of the rules that have been made. It also depends on the interests and needs of the region. The rules in Indonesia have given rise to the principle of decentralization. The principle of decentralization is also in line with the rules in the area regarding financial use. It is intended that the provision and use of financial resources from the state be balanced between the local government and the central Financial management can be fully controlled by governments in the region. In order to achieve goals in rural areas, the implementation and development responsibilities are submitted to the headman as the implementation of development in the region. The Role of Supervisory Members of The Board Members of the board have the rights and authority in regional financial supervision (APBD). For data in the study, the researcher used primary data obtained from probed questions that were distributed directly to respondents. So that it becomes a good governance balance, and optimizes supervision so that it can have a positive influence. This is in accordance with what is expected in the management of regional government consistently with the applicable rules. In conducting the oversight agenda, the study found that there was no drafting of supervision guidelines by them. So that it is expected that they can understand the meaning of the role and purpose of supervision. Research and Methods The design of this study form uses descriptive studies with a qualitative approach, which describes the reality of the situation faced in the field. A qualitative approach is a process of study and understanding based on methodologies that investigate social phenomena and human problems. In this approach, the investigator makes a complex picture, by examining the words, or detailed reports from the viewpoint of the respondent. Investigators try to understand their language and interpretation of the circumstances around them. The qualitative study uses natural background, aiming to tell all important phenomena that occur and involve various existing methods. So by interpreting the phenomenon that is happening it can be known what is the beginning of the problem so that the problem can be solved. The way to interpret each problem is inseparable from the case that is being experienced. Then an emotional approach is needed to get each answer. Therefore, this study was carried out to discuss the development the process as a whole. The purpose of the study is also to find out the factors that influence the role of member of the board. The area in this study is an area that needs assistance from the local government. Which is the focus of the west Aceh regency government, namely community development in each region. The most dominant indicator in determining the stage of development is from the aspect of infrastructure that must be repaired and rebuilt for community needs. This is because there is attention of member of the board parliament in the parliament who want to help to realize the welfare of the community according to their abilities. Other cases such as business capital indirectly determine to change people's income for the better. Some residents do not enjoy good quality infrastructure development. Roads and bridges in six sub-districts still need assistance from the government to be repaired. In addition, mosques and schools also need to be built for the benefit of the general public.
