These contrasts indicate that while the three regencies share the same national policy framework, local governance dynamics produce different expressions of silo mentality, influencing the effectiveness of convergence implementation. The comparative analysis thus highlights that breaking sectoral boundaries requires not only structural alignment but also leadership capable of institutionalizing cross-sector incentives and fostering a collaborative bureaucratic culture. This reinforces the argument that convergence strategies are not simply left to institutional design, but require deep reforms in bureaucratic behavior. This change is not only a matter of what to do but also how to do and is closely related to how bureaucratic actors understand, internalize and negotiate their role in cross-sectoral issues.
