The analysis was conducted by combining inductive and deductive methods, where the inductive approach was used to examine articles and regulations related to administration and the creation of land rights, while the deductive approach was used to link these findings with the legal principles of land registration and certainty of ownership rights. This approach is balanced so that the analysis remains comprehensive and scientific, supported by the exploration of normative legal facts, policies, and written interviews with authorities to strengthen the research results and produce valid and in-depth conclusions.
